Yes, it is piercing; no, it is not only the cat that can hear it.
Most people cannot. However some, particularly females and the young, may
be able to. I am no longer able to sit in the garden for long periods when
visiting my parents due the neighbours ownership of such a device, as it
causes me discomfort and headaches. A friend of mine has dubbed these
devices `brain scanners` and she is right - a very loud piercing high
pitched sound like this feels to those who can hear it as if one is being
probed on the inside of the skull - very
unpleasant.
